2.10 How to comply with EC ex –post checks?

The EURED grant scheme beneficiaries are supported from a grant from the EU budget, therefore the project should be implemented in accordance with the rules and conditions attached to the grant contract, e.g. procurement rules and principles, reporting rules, visibility rules, etc.

The same rules apply to the procurements by the partners of the beneficiary.

In the event of failure to comply with the procurement rules, expenditure relating to the operations in question is not eligible for EU financing.

The Commission will carry out ex-post checks on the compliance of grant beneficiaries with the procurement rules. Grant beneficiaries must provide expressly for the Commission, including the European Anti- Fraud Office (OLAF), and the Court of Auditors to exercise their powers of control, on documents and on the spot, over all contractors and subcontractors which have received EU funds. These inspections may take place up to 7 years after the closure of the project and payment of the grant balance.

In order to comply with EC ex-post checks it is recommended the GS beneficiaries to:

  • document properly all activities developed during the implementation of the project.
  • maintain in good order all documents related to the project implementation
  • implement the procurement plan observing and documenting the principles and all rules related to the procurement, sub-contracting and procurement executed by the partners.
  • comply and follow up on the recommendation received during the contracting authority’s monitoring missions and from project’s auditors.
  • provide in time all documents or proves requested by auditors.
