2.4 Grounds for exclusion from tendering and contracting

The candidates are excluded from participation in tenders if:

  • Candidate is in Bankruptcy situation
  • Candidate is Avoiding from the payment of taxes
  • Owners or managers of the candidate are Convicted for professional misconduct, fraud, corruption, involvement in a criminal organisation or any illegal activity

Contracts may not be awarded to candidates/tenderers which, during the procurement procedure are:

  • Subject of a conflict of interest; e.g. It is proved that the employee(s) of the tenderer involved in drafting the TORs or the technical /financial specifications has close relationships or relatives in the management/ownership of the candidate(s).
  • Guilty of misrepresentation in supplying the information required or fail to supply the information
