6.2 What are the minimum qualification/expertise requirements for the financial manager (project accountant) in order to ensure the EU financial project implementation rules and requirements are properly observed and followed?

Minimum qualifications:

It is recommended the project manager / project accountant to have;

  1. Bachelor degree or advanced studies in accounting, economics or finance.
  2. Certificates of short term training courses in Project management, Financial management of the Donor/ EU financed project, EU Procurement rules, etc. Is considered during the recruitment process a competitive advantage of the candidate.

Relevant experience:

Relevant experience in:

  1. Accounting, investment / development project financial management in Municipalities or NGOs,
  2. Financial management of donor financed projects,
  3. Procurement of works, supplies and services from donors/ local funds.
  4. Experience in relationship with the tax authorities, audit companies and financial institutions: investment funds, banks, etc.
